Beta 1.3

After roughtly a weak it's time for some more tweaks and changes. Changelog:

- Added a map icon to the canvas so it's easier for new players to know that the map exists
- Added a blue map marker to the map for the garage so that you know where you can repaint you car
- Added restart event button for races
- Minimap now displays map markers
- Minimap can now be zoomed out further
- Minimap is now longer shown when map is open
- You now respawn when falling off the map (until the map is finished)
- Fixed map not closing but the game resuming when pressing escape
- Fixed intersection lines being thinner than road lines
- Fixed other bugs

I feel like the next logical step is to continue expanding the world so look forward to the next beta!
